here we go:

a 700 watt amplifier rated @ 4 ohms + a 4 ohm 2x10 cabinet rated at 400 watts=??????

is this ok if you simply don't "crank" it?

Yes. With a radiator type cab, the drivers will let
you know when you're cranking them too hard plus it
will leave your amp with plenty of headroom so the
gain does no have to be maxed.
