Check out Seagull. I don't know if they make basses, but their acoustic little stringers are incredible at entry level.

I have a Dean PLaymate EABC5 that I really like. The playability, tone is very good and the volume is acceptable in a full acoustic situation. The passive pickup is ok but needs a preamp or DI to really sound decent.
The downside is it is pretty big, a bit larger than a normal acoustic jumbo guitar.

i spent abotu 4 years playing every acoustic bass i could find....and of the cheaper ones the Dean was the pretty much the best...not too bad a volume acoustically (which was my main buying point)

on the other hand....if you throw out the cheap part....i would recommend my Martin BC15E above every other i played....

if you're looking for full size...
Dean makes some good really good acoustic basses for cheap, they play and sound nice. However, I've noticed that their necks for some reason become a "weak" point after about a year or so.

An acoustic that I really like is the fender kingman, it has a jazz neck and has so far been the best sounding (and playing) acoustic bass i've played, however they generally go for around 499us new.

I hate to say it (as I'm not a big fan of them), but ibanez also makes a decent acoustic bass.

Keep in mind also, if you're buying something new, you may be able to set it up on payments to make something "better" a little more affordable.
